Note. Item 2 approves a different third Section, U1400, for FICS. All
other parameters are the same as on ICC.
Item 3. An amendment to our Statutes, Section 9. E, third sentence. The
entire paragraph 9.E. is presented here, with the amendment shown in bold
type.
Section 9.E. "Once publicly posted, the pairings should not be changed. At the
discretion of the Tournament Director (or their agent), changes may be made
after the pairings have been publicly posted. These changes shall be made
considering how early in the round the changes are requested and how much
scheduling communications have taken place,
but no more than 24 hours after the
Pairing Posting Deadline, and typically only to correct errors to the posting
or missed or overlooked communications on a team's board assignments."
Games already completed shall never be undone. All pairing changes must
conform to all other statutes and By-Laws particularly after games are
completed." (This had been approved as Interim Rule 1 passed by the T19
Oversight Committee). Approved 7-0
Item 4. An amendment to our Statutes, addition of Section 11. E.
�Section 11. E. Games are to be played with noescape turned off. Should a
game be played with noescape on, and a player disconnect and forfeit, the
result of the game will stand. If a player who is on the server's
Disconnectors List disconnects and forfeits, that result will stand also.
Should a player disconnect and refuse to resume the game, the game shall be
declared a forfeit.� (This had been approved, except for the last sentence,
as Interim Rule 2 passed by the T19 Oversight Committee).

Item 5. Can a player have more than one fixed rating in the same
tournament, when joining teams in different sections at different times?
Present policy is �yes�. Note.--During discussion it was realized that this
rule is already in the Statutes, Section 16. C. ii. "The added player's rating
at the time of the addition shall be the Fixed Rating for that player for the
duration of the tournament."
No, by 4-3 vote.
To accommodate that vote, Section 16. C. ii is amended to read,
"The added player's rating at the time of the addition,
or rating previously fixed, shall be the
Fixed Rating for that player for the duration of the tournament."
Item 6. Addition to Section 15.A.iii.a. "The results of the game
shall overrule any forfeit requested or granted,
so long as the game was completed prior to the
Game Completion Deadline. Approved 7-0
Item #7. Removing
ambiguity in the approved method of contact by removal of the sentence, "We
realize some people cannot use e-mail this way, but if it is possible, we urge
you to do so." from the Players Handbook. Section 10. A. of the Statutes
reads: "Each player shall make e-mail contact with their opponent within 48
hours of the Pairing Posting Deadline.�

The handbook will be changed to emphasize that email must be used,
or copies of messages and tells sent by email to both captains.
